Annette "Toni" M. Foster

 Annette M. “Toni” Foster, 69, of, Rock Island, passed away Thursday December 14, 2017 at her home. Visitation will be 5:00 p.m. to 7:00 p.m. Tuesday, December 19th, at Wheelan-Pressly Funeral Home and Crematory, 3030 7th Ave., Rock Island. Private family graveside service, with military honors, will be Wednesday at National Cemetery, Arsenal Island. Memorials may be made to St. Jude Children’s Research Hospital or to the Quad City Animal Welfare Center, Milan.

 Toni was born February 21, 1948 in Baltimore, Maryland, the daughter of Anthony and Lillian Vernon Kicas. She was previously married to Carl Foster. Toni was a veteran of the U.S. Marine Corps. She retired from the Rock Island Arsenal as a civilian government employee.

 She enjoyed volunteering with the National League of POW/MIA, Vietnam Veterans of America and Meals on Wheels. She loved animals and watching TV, especially John Wayne movies (She was his #1 fan). She loved the staff and made many friends during her time at The Fort Armstrong. Toni never knew a stranger, she will be fondly remembered for her easygoing personality.

Surviving are her daughter, Julie Bisland, and her husband Bob, Taylor Ridge, Ill.; son, Lars Rude, Ft. Madison, Iowa; grandchildren, Nichole (Jerry) Ruddell, Sarah Bisland, Christine Bisland, Journey Rude, Dawson Rude, Lily Rude and Isabelle Rude; brothers, Mark (Angie) Freeman, Glen Burnie, Md., and Steven Kicas, Baltimore, Md.; and additional family.

Toni was preceded in death by her parents.
