Richard F. “Dick” Fisher, 72, of Taylor Ridge, retired Rock Island County Sheriff’s Department Captain, died Wednesday, Nov. 15, 2017 at UnityPoint Health – Trinity Rock Island.

A Mass of Christian Burial will be 10 am on Saturday at St. Pius X Catholic Church, Rock Island.  Burial is at St. Mary’s Cemetery, East Moline.  Visitation is 3 to 7 pm Friday at Wheelan-Pressly Funeral Home and Crematory, 3030 7 Ave., Rock Island.  Memorials may be given to the family for a memorial to be established at the Rock Island County Justice Center Annex.

Dick was born April 4, 1945 in Rock Island, a son of Francis “Shorty” and Dolores Littig Fisher.  He married Sandra Sloan and later married the love of his life, Gail Bisby on March 22, 1975 in Rock Island.

In early years, he worked for the International Harvester Corp. Farmall Works.  Captain Fisher was sworn in as a Deputy Sheriff with the Rock Island County Sheriff’s Office in March of 1969 and retired in May of 2012 after serving for 43 years. During his career Captain Fisher held the ranks of Sergeant, Lieutenant, Captain and Chief Deputy. Captain Fisher worked in several capacities including Chief Investigator, Patrol Commander, Administrative Captain, Jail Administrator and as the Chief Deputy. Captain Fisher was also a graduate of the FBI National Academy Class 185.  He currently was serving as the Chairman of the Rock Island County Public Building Commission.

He was a charter member of the Rock Island County Lodge 61 of the Fraternal Order of Police, President of the Illinois Chapter of FBI National Academy graduates, past recipient of the Illinois Officer of the Year from the American Legion and former Rock Island Kiwanis Club member.  His life was devoted to public service and especially his family.  He also enjoyed traveling to Florida.

Survivors include his wife, Gail; son and daughter-in-law, Jeff and Cindy Fisher, Rock Island; daughter, Kelly Fisher, Rock Island; grandchildren, Tyler (fiancee, Devan), Kasey and Jenna Fisher; brother, Mike (Ann) Fisher, Bettendorf; and sisters, Kathy Fisher, Rock Island and Judy (Ed) Gillette, Rock Island.

He was preceded in death by his parents.
