Graveside Service: 1:00 p.m. Wednesday, October 20, 2010 at Rock Island National Cemetery, Arsenal Island, Those attending should meet at 12:30 p.m. Wednesday at Wheelan-Pressly Funeral Home, Rock Island.
Deborah A. Payne, 60, of Milan, died Friday October 15, 2010, at Trinity, Rock Island.

Visitation will be 4:00 p.m. to 7:00 p.m. Tuesday at Wheelan-Pressly Funeral Home, 3030 7th Ave., Rock Island. In lieu of flowers, memorials may be made to your favorite charity.

Interment services will be held 1:00 p.m. Wednesday at Rock Island National Cemetery, Arsenal Island. Those attending should meet at 12:30 p.m. Wednesday at Wheelan-Pressly Funeral Home, Rock Island.

Debbie was born July 29, 1950, in Illiopolis, IL, a daughter of Merle O. Williams and Mary Juanita Mayhill Williams. She married Daniel “Danny” W. Payne on January 24, 1976, in Oahu, HI.

In earlier years, she was a civil service employee at the Rock Island Arsenal and later worked for Budget Rental at Q.C. International Airport. Deborah currently was working at Rhythm City Casino, Davenport.

She was a loving and devoted wife, mother, and grandmother. Her family was the center of her life. She especially enjoyed the holidays, Yahtzee marathons with her husband, friends, and family, and keeping in touch with family and friends on facebook.

She appreciated time spent outdoors, enjoying nature, traveling, and collectibles. A recent joy in her life was her puppy “Casper”.

Survivors include her husband, Danny, of Milan; children (and spouses), Shari (Michael) Etchison Pullen, Kenosha, WI, John (Heather) Etchison, Davenport, IA, and Scott (Amy) Payne, Newnan, GA; grandchildren, Jake, Anthony, Taylor, Alex, and Lauryn; sisters, Shirley (Robert) Winters, and Peggy Dunn, all of Illiopolis; and numerous nieces, nephews, cousins, and other relatives.

Deborah is preceded in death by her father, mother, and stepfather, Frank E. Billbe.

Debbie! You were a wonderful friend when we were little growing up as neighbors. We practiced marching with your big sister. In high school we took twirling lessons together. We marched and did our twirling routines in parades and at all the home football games. You were so good and patient with all of us as we practiced with you. I lost touch through the years but always thought of you. You were such a great person! Erma
