Charles was born on February 7, 1946 in Cloutierville, LA son of Annie Mae Manning and Charles Kay. After graduating from Saint Matthews High School in 1965, he enlisted in the US Army reaching the rank of Corporal before leaving the Army in 1967. The same year he moved to Rock Island, IL and started his career as a Millwright at Alcoa/Arconic where he worked for the next 41 years, retiring in 2008.

Charles had the most infectious smile and laugh. He always had a kind word to say and was always willing to share advice whether it be amongst family or friends. His most cherished hobby was riding his Harley Davidson along with meeting his friends on the river to talk about work, family, friends and the good ole days. As he got older, he found his love for Christ and was a member of the New Journey AME Church. He grew to love working around the church and faithfully read his bible, along with other books.
