James E. Milligan, 83, of Milan, died Tuesday, September 5, 2017 at UnityPoint Health - Trinity, Rock Island.  Services will be 11 a.m. Friday at Wheelan-Pressly Funeral Home and Crematory, Milan, with visitation an hour prior to service time.  Burial will be at Rock Island National Cemetery, Arsenal Island, where military honors will be conducted.  Memorials may be made in care of the family.

James was born in Walnut Ridge, Arkansas on July 6, 1934, a son of Gordon and Lee Whitmire Milligan.  He married Jolene Hoisington on February 24, 1996 in Marseilles, Illinois.

James was a U.S. Army veteran.  He worked for Armor Dial in Montgomery, Ill. for 14 years.  He later worked for Wayne Circuits in Yorkville, Ill. for 5 years.

James is survived by his wife, Jolene Milligan, Milan; son, Todd (Andrea) Milligan, Tenn.; step-sons, Jeff Hoisington and Joe (Michele) Hoisington, both of Sandwich, Ill. and Jamie (Heather) Hoisington, DeSoto, Mo.; five grandchildren; several great-grandchildren and nieces and nephews; sister, Charlene (Earl) Dreon, Rock Island; and brother, Ray (Joy) Milligan, Arlington, Texas.

He was preceded in death by his parents, children, Jimmy, Jamie and Timothy Milligan and siblings, Gordon, George and Bob Milligan, Dexter Preston, Daphene Osborne and Jessee Samaha.
